Participating in Kentucky All STARS
  • DCC-431 Kentucky All STARS Standards of Quality
    This regulated resource outlines the required standards for participation at Levels 2-5 in Kentucky All STARS as well as the points associated with the menu of standards for Level 3-5 providers.

  • DCC-433 Opt Out Request
    Providers who do not receive any form of public funding may request to opt-out of All STARS. Providers who opt-out will be listed as Not Participating in the provider directory and will not be eligible for monetary or non-monetary All STARS incentives.
Kentucky All STARS Regulations
  • 922 KAR 2:270 Kentucky All STARS quality based graduated early childhood rating system for licensed child-care centers and certified family child care homes.

    Filed as an emergency regulation on April 13, 2018, 922 KAR 2:270 replaced the former quality rating and improvement system, STARS for KIDS NOW, with the expanded five-star tAll STARS Provider Resourcesiered quality rating and improvement system, Kentucky All STARS.

Applying for Higher Quality
  • Technical Assistance and Coaching
    Providers are strongly encouraged to utilize technical assistance provided by Child Care Aware coaching staff when applying for higher quality in Kentucky All STARS. This map will show you the coaches for technical assistance in your county.
  • DCC-432 Standards of Quality Verification Checklist
    Providers submit verification of standards by completing the DCC-432. Please contact your coach for assistance with this form. Requests for environmental rating visits are also initiated through this form.
  • Environmental Rating Scales (ERS)
    Providers seeking a Level 3 rating or higher must participate in an environmental observation visit by a Cabinet-approved rater. Level 3 programs have no minimum score. Level 4 programs must have a minimum score of 4.0 in each classroom rated. Level 5 programs must have a minimum score of 5.0 in each classroom. The Environmental Rating Scales that may be used during your rating visit include:
    • The Infant/Toddler Environment Rating Scale (ITERS-R)
    • The Early Childhood Environment Rating Scale (ECERS-R)
    • The School-Age Care Environment Rating Scale (SACERS-U)
    • The Family Child Care Environment Rating Scale (FCCERS-R)

*Note: As of Aug. 1, 2018 the Division of Child Care rating scale for Early Childhood will be transitioned to the ECERS-3.

Kentucky All STARS Annual Quality Review
  • DCC-434 Annual Quality Review
    Providers submit verification of adherence to the standards of quality annually in the form of written narratives on the DCC-434. No evidence documentation is required.

    Providers may use this guide for helpful tips and writing prompts when completing the DCC-434 Annual Quality Review.
Appeals

If the cabinet determines that a provider does not meet the standards for the STARS level for which the provider is certified, a provider may accept a lower rating level or may submit an appeal.
