Attention All Medicaid Waiver Case Managers

The results of the Waiver Case Management (WCM) Survey are in.

The Cabinet and the WCM Implementation Team would like to thank you for your participation.

In addition to extending our thanks, we want you to know that your insight and feedback are valuable. The results of the Case Manager Survey told us a lot about what's going well, what has impacted your ability to deliver waiver services and how you see technology playing a role in your daily job functions. This information is being used to help build a WCM application designed to meet the unique needs of waiver case managers and support staff.

The Implementation Team is developing a post-survey report to describe how the WCM application will address many of the concerns and issues you identified in the Case Manager Survey. You can expect to see this report posted to the WCM site in the next few weeks.

In the meantime, please continue to send your questions, comments and concerns to the WCM Implementation Team. We are listening.

What is the Medicaid Waiver Case Management Application?

The Medicaid Waiver Case Management project is a collaborative effort between the Cabinet for Health and Family Services and the Kentucky Health Benefit Exchange (KHBE) to streamline and standardize processes and tools that support the delivery of home and community-based services under the Medicaid waiver programs.

The WCM application, which will be a product of this effort, is a Web-based system to support the commonwealth's Medicaid waiver programs. The WCM application will be built on the existing KHBE platform which houses kynect, Kentucky's healthcare connection. Once implemented, the WCM application will:

  • Standardize and automate essential waiver program processes;
  • Provide an integrated, comprehensive view of the individual's services and supports;
  • Enable a person-centered approach to service delivery; and
  • Integrate with existing commonwealth systems, providing consistency across technology standards and enabling a Cabinet-wide view of information across Medicaid waiver programs.

Who will use WCM?

Individuals and families, waiver application reviewers, case managers, case manager supervisors, level of care assessors and plan of care reviewers will use WCM for the following functions:

  • Application and assessment;
  • Eligibility and enrollment;
  • Individual service plan development;
  • Case Management;
  • Time and expense reporting; and
  • Incident reporting.

When will the WCM application be implemented?

The first WCM release in Spring 2015 will include application submission, initial assessment, eligibility and enrollment, support plan development and case management functionality.

Additional functionality, planned for release in late 2015, will include integration of WCM and kynect as well as standardized level of care and needs assessment instruments, consumer directed option/participant-directed services time reporting, incident management and individual self service.
