The merit system for local health departments (LHD) is a program administered by the Department for Public Health that has established consistent and uniform personnel practices for Kentucky’s local health departments.
The purpose of the merit system is to promote the recruitment of qualified individuals for the public health workforce, retain employees with a program of benefits and compensation and protect the rights of employees during their service.
Administrative regulations, covering the various aspects of personnel management and administration, have been promulgated under the authority of Kentucky Revised Statutes 211.1755. The administrative regulations apply to 53 of Kentucky’s 56 health departments. Excluded from the coverage of the regulations are the Louisville-Jefferson County Health Department, the Lexington-Fayette County Health Department and the Northern Kentucky District Health Department. Each of the excluded health departments is governed by separate statutory authority and has its own personnel program.
