CHFS Names General Counsel; Ryan Keith of Public Protection Cabinet Appointed to Post

FRANKFORT, Ky. (May 6, 2010) – Cabinet for Health and Family Services Secretary (CHFS) Janie Miller announced today that F. Ryan Keith, general counsel of the Kentucky Public Protection Cabinet since March 2008, has been named as the cabinet’s general counsel.

Keith replaces Kerry Harvey, who has been appointed U.S. Attorney for the Eastern District of Kentucky.

At the Public Protection Cabinet, Keith oversaw legal affairs for 10 state regulatory agencies covering insurance, financial institutions, and a range of other areas. Previously, Keith practiced law at Stoll Keenon Ogden PLLC in Louisville, where he was a partner in the firm, and Crowell & Moring LLP in Washington, D.C., and was a clerk to the Honorable Boyce F. Martin Jr. of the U.S. Court of Appeals for the Sixth Circuit.

Keith’s professional experience is principally in commercial and governmental litigation, and he has represented clients in a range of legal matters, including government contracts and procurement, intellectual property, employment and taxation.  

Keith holds a bachelor’s degree from Centre College in Danville, and a law degree from Washington and Lee University in Lexington, Va., where he was lead articles editor of the Law Review and his student note in the area of federal jurisdiction and procedure won Lexis Publishing’s James William Moore Federal Practice Award.

“I am honored by this new opportunity to serve the Beshear administration and the people of Kentucky.  I look forward to working with Secretary Miller and her team on the important programs at CHFS,” Keith said.

“Ryan Keith’s wide-ranging experience and expertise in government will be a valuable asset to the Cabinet for Health and Family Services,” Miller said.

Keith’s appointment will be effective May 16.
