Certificate of Need Division Releases Draft of State Health Plan
Proposed Changes First Steps to Increasing Health Care Access and Affordability

(Nov. 29, 2005) The Cabinet for Health and Family Services (CHFS) today released a draft of proposed modifications to the State Health Plan aimed at improving access to services. The proposal was discussed at a Frankfort public forum attended by approximately 75 people.

 “We have identified several initial steps toward providing the health care community with greater flexibility and bringing our policy in line with the current health care climate in Kentucky and other states,” said CHFS Secretary Mark D. Birdwhistell. “We want to alleviate shortages and ensure that Kentuckians are able to seek the care they need in Kentucky. These updated criteria will help improve the cost and quality of health care available across the state.”

The State Health Plan must be updated yearly by the Division of Certificate of Need (CON). Members of the public will have until Dec. 9 to submit comments to CON on the proposed changes. Once a final version of the State Health Plan is reached, it will be filed by regulation to take effect Jan. 1, 2006, as required by law. The State Health Plan consists of criteria used to determine the need and availability of health care facilities and services.

 The proposed State Health Plan also includes proactive steps to help address the aging population across the state.

“By anticipating the needs of our aging population now and laying the appropriate groundwork, we can enable health care providers to meet these needs as demand increases,” said Birdwhistell.

CON is a state program within CHFS intended to balance cost, quality and access to ensure only needed health care services and facilities are developed to help control the cost of health care in Kentucky.
