FRANKFORT, Ky. (May 25, 2011)—Cabinet for Health and Family Services (CHFS) Secretary Janie Miller today announced that Jill Morse Midkiff has joined CHFS as executive director of communications and administrative review. She replaces Vikki Franklin, who left the Cabinet earlier this year to take a position at the University of Kentucky. Midkiff began her new position on May 16.

Midkiff previously served as deputy director of communications for Governor Steve Beshear, a position she had held since August 2008. Prior to that appointment, Midkiff was the director of communications for the Finance and Administration Cabinet for more than six years. She has held various other communications and public information positions throughout state government in her 14-plus years of service.

“I have known Jill since she first began working for state government at the Department of Insurance in 1997,” said Secretary Miller. “I think she will be a great addition to our already strong communications team.”

“It has been an honor to work for Governor Beshear’s communications office over the last few years and I look forward to continuing to serve in my new position at CHFS,” Midkiff said. “I am very flattered that Secretary Miller has asked me join her Cabinet and I look forward to working with the many CHFS employees who strive daily to better the lives of so many Kentuckians.”

A native of Frankfort, Ky., Midkiff is a 1985 graduate of Western Hills High School and a 1990 graduate of the University of Kentucky. She holds a bachelor’s degree in communications from UK. She is a past president of the Kentucky Association of Government Communicators, the 2004 recipient of the Bluegrass Chapter of the Society for Professional Journalists Jennifer Schaaf Award, and a deacon at First Baptist Church in downtown Frankfort. She resides in Frankfort with her husband, Tom, and two sons, Seth and Sam.
