Tom Emberton Jr. Named CHFS Deputy Secretary
Emberton will continue oversight of Families and Children programs in expanded role
Tom Emberton Jr. has been named deputy secretary in the Kentucky Cabinet for Health and Family Services (CHFS).
Emberton was appointed undersecretary in December 2006. Prior to that, he served as commissioner of the cabinet’s Department for Community Based Services (DCBS), the state’s social services agency, since July 2005.
He will immediately take on additional oversight responsibilities in other areas of the cabinet, providing administrative support to CHFS Secretary Mark D. Birdwhistell, as part of his new, expanded role while continuing his existing responsibilities related to Children and Family Services.
“While with the cabinet, Tom has overseen many key initiatives, such as the DCBS reorganization and initiatives aimed at improving the state's foster care and adoption system," said Secretary Birdwhistell. "His dedication and experience are a tremendous asset in our daily efforts to touch the lives of our fellow Kentuckians. He is extremely committed to the delivery of quality family and health services."
Emberton looks forward to taking on the added challenge of the deputy secretary role.
“I strongly believe that our continuing commitment to the improvement of our community partnerships and the efficient, effective use of our resources will enable Kentucky to achieve better outcomes for its citizens," said Emberton.
Emberton is a U.S. Navy veteran who served from 1987 to 1992, spending his final year as a command training chief. He graduated from Western Kentucky University with a bachelor’s degree in general health studies, and has master’s degrees in management and health services administration from Troy State University and the University of Evansville, respectively.
Prior to that, he was director of operations for five years at the Louisville-based Kindred Healthcare. He has held positions at Rosewood Healthcare/Vencor and Sunrise Healthcare in Bowling Green.
Emberton is also a licensed nursing home administrator in Kentucky, and has served in management positions at nursing homes and rehabilitation facilities.
Emberton lives in Frankfort with his wife, Stephanie, and their three children.
