Important information about Kentucky's proposed modifications to the Kentucky health waiver
The Kentucky Department for Medicaid Services is providing the public the opportunity to review and provide input on operational modifications to the 1115 Kentucky HEALTH demonstration waiver application that is currently pending approval from the Centers for Medicare and Medicaid Services (CMS).

The commonwealth will conduct two public forums during the concurrent federal and state comment period: Public Hearing 1- Friday, July 14, 2017, 10 a.m. - noon Eastern time, Center for Rural Development, 2292 South Highway 27, Suite 300, Somerset, KY 42501

Public Hearing 2: Interim Joint Committee on Health and Welfare, Monday, July 17, 2017, 10 a.m. - noon Eastern time, Kentucky Capitol Annex, 702 Capital Avenue, Room 154, Frankfort, KY 40601. Note: Public comments on the waiver will be taken upon adjournment of the Interim Joint Committee on Health and Welfare meeting.

Gov. Matt Bevin Submits Innovative, Transformative Plan to Improve Health Outcomes to Federal Government
Waiver Will Ensure Long-Term Fiscal Sustainability of the Program

On June 22, 2016, Gov. Matt Bevin presented Kentucky HEALTH, a comprehensive plan to transform Kentucky’s Medicaid program, empowering individuals to improve their health and well-being while simultaneously ensuring Medicaid’s long-term fiscal sustainability in the commonwealth.

As a first step towards the implementation of the plan, the Cabinet for Health and Family Services announced a comprehensive Section 1115 waiver application proposal for Kentucky that is Helping to Engage and Achieve Long Term Health (HEALTH).

On Aug. 24, 2016, Gov. Matt Bevin submitted the Section 1115 demonstration waiver known as Kentucky HEALTH (Helping to Engage and Achieve Long Term Health) to the Secretary of the Department of Health and Human Services, Sec. Sylvia Burwell. This innovative and common sense approach waiver will put Kentuckians on a path to better health outcomes, ensure long term sustainability of the Medicaid program and familiarize members with commercial insurance and prepare them for self-sufficiency.

To achieve maximum transparency and accessibility, a complete draft of the Kentucky HEALTH waiver proposal is available online for public review or for in-person inspection at the Cabinet for Health and Family Services, Office of the Secretary, 275 E. Main St., Frankfort, KY 40621.

As part of the waiver's development, the Commonwealth of Kentucky had a robust public comment process, which included three public hearings, and an extended comment period to ensure every Kentuckian that wanted to be heard could be included. In total, nearly 1,350 comments were received and adjustments to the waiver application were made to address citizens' most pressing concerns.
