Telehealth in Kentucky began in 1995 at the University of Kentucky and after passage of the Kentucky TeleHealth Network (KTHN) legislation of 2000, expanded to a statewide program, becoming the first state in the country with a legislative mandate for Medicaid and commercial health plan reimbursement for telehealth. KTHN currently has over 1,200 members and member locations.
Since 2000, the KTHN Board has served as the governance structure for the telehealth program, and approving network members as required by legislative and regulatory mandate. Telehealth Resource Centers at UL and UK as well as the KTHN Board staff can provide guidance regarding telehealth policy, development and implementation. This Board will remain in place until July 1, 2019 at which time the oversight will be transferred to the Cabinet for Health and Family Services.
During the 2018 Legislative Session, Senator Ralph Alvarado championed an omnibus telehealth bill which focused on parity for telehealth services and providers. SB112 was signed by Governor Matt Bevin on April 26, 2018 and became law. Kentucky now joins 23 other states and the District of Columbia with having state parity telehealth laws.
