The Michelle P. Waiver (MPW) is part of Kentucky's 1915(c) HCBS Medicaid waiver program. MPW provides assistance to individuals with intellectual or developmental disabilities to help them live in the community as independently as possible.
Services
MPW offers a variety of services to support each participant's goals and preferences. Services include but are not limited to:
- Behavioral Supports
- Day Training
- Environmental and Minor Home Adaptation
- Personal Care
- Respite
Service Delivery Options
Participants in the MPW program can choose to have their non-Medical, non-residential services delivered by a traditional provider agency, hire their own employees, or a combination of both. This is called Participant Directed Services (PDS). Visit the

Eligibility
You may qualify for MPW services if you:
- Have an intellectual or developmental disability.
- Would be admitted to an intermediate care facility for individuals with an intellectual disability (ICF-IID) or a nursing facility if you did not have waiver services.
- Require a protected environment while learning living skills, gaining educational experiences, and developing an awareness of your environment.
- Meet the financial qualifications for Medicaid. There are special financial qualifications applied to the MPW program. Read the Medicaid Waiver Services Fact Sheet for details.
Apply
If you are interested in applying for MPW services, you must first obtain financial eligibility for Medicaid. You can apply for Medicaid online using kynect, by calling the Department for Community Based Services (DCBS) at (855) 306-8959 or in-person at a DCBS office. There are some documents that are helpful to have when applying. The Medicaid Waiver Services Fact Sheet lists those documents.
Once you are ready to apply for MPW services, you can complete your application online using kynect or in-person at an Aging and Disability Resource Center or a Community Mental Health Center.
Currently, there is a waiting list for MPW services and supports. Placement on the waiting list is determined by the date your completed application is received.
