The Office of Human Resource Management is committed to building and sustaining a positive work environment for all Cabinet employees.

Programs and Services

Employee Management

Employee Management reviews and implements requests for major disciplinary actions, pre-termination hearings, grievances and Equal Employment Opportunity complaints, including sexual harassment and Americans with Disabilities Act complaints. It also is responsible for the Cabinet's Limited English Proficiency program.

Personnel Administration

Personnel Administration is responsible for personnel and payroll for all of the Cabinet's employees. Included in its scope of responsibility is leave time, health insurance, worker's compensation and unemployment insurance. The division provides technical assistance and advice to management and employees and reviews and processes personnel actions.

The division's Training and Professional Development Branch provides training opportunities and oversees special projects to enhance organizational effectiveness.

Fingerprint and Background Check

All CHFS state employees, contract employees and applicants selected for interviews whose work-related duties include access to or use of federal tax information are subject to a criminal background investigation by means of a fingerprint check by the Kentucky State Police and the Federal Bureau of Investigation.

Administrative Regulations Notice

The Office of Human Resource Management filed the following proposed amendment to administrative regulation 900 KAR 1:009 on August 14, 2024.  The proposed amended regulation may be viewed on the LRC website Title 900 Chapter 1 Regulation 009 • Kentucky Administrative Regulations • Legislative Research Commission

The amendment establishes requirements every five years instead of ten for fingerprint-based state and national criminal background checks for prospective and current Cabinet employees who are front-line staff as defined by KRS 194A.065(1). statute.aspx (ky.gov)

Written public comments may be submitted to the Office of Legislative and Regulatory Affairs (ORRA) (Mail to: CHFSregs@ky.gov) through October 31, 2024.  Upon request to ORRA by October 14, 2024, a public hearing will be held on October 21, 2024 at 9:00am via Zoom.​
