The Office of Inspector General is the regulatory and licensing agency for all health care, day care and long-term care facilities and child adoption/child-placing agencies in the commonwealth.
We are responsible for the prevention, detection and investigation of fraud, abuse, waste, mismanagement and misconduct by the Cabinet's clients, employees, medical providers, vendors, contractors and subcontractors.
The Office of Inspector General also conducts special investigations into matters related to the Cabinet or its programs as requested by the Cabinet secretary, commissioners or office heads.
In addition, the Office of Inspector General is the administrative office for the Controlled Substances Prescribing Council chaired by the Inspector General.
The Kentucky Health Information Exchange (KHIE) proudly participated in the Medicaid Enterprise Systems Conference (MESC), the national Medicaid conference hosted annually, which was held this year in Louisville. At the conference, KHIE showcased a visually stunning poster and delivered two insightful presentations.
KHIE Poster Presentation:
KHIE presented a derby-themed poster titled "A Triple Crown of Care: Efficiency, Access, and Continuity with MCOs and KHIE." The poster featured graphic jockey silks of Triple Crown winners and a wooden installation mirroring the starting gate post. It highlighted a survey conducted with Kentucky’s six Managed Care Organizations (MCOs) to understand their utilization of KHIE. The integration with Health Information Exchanges (HIEs) enabled MCOs to access historical and real-time patient data, facilitating swift, informed decisions and improved care coordination. The poster won the MESC Poster Competition for best design, further highlighting its innovative approach and visual appeal. Pictured is OIG Deputy Executive Director, Andrew Bledsoe who built this poster with his father and presented the findings of the study during the conference.
KHIE Presentations:
1. "A Tale of Two States: Kentucky and North Dakota Triumph with State-Based HIEs"
• This presentation showcased KHIE and the North Dakota Health Information Network (NDHIN) as models of excellence in Health Information Exchange (HIE), emphasizing data interoperability, seamless integration, and the benefits for Medicaid recipients with complex healthcare needs.
2. "Cross-Cabinet Collaboration Unlocks HIE Access for Child Welfare Workers"
• This session highlighted the challenges faced by foster care children and the importance of efficient health data sharing. It showcased how KHIDS leverages KHIE and the Worker's Information System (TWIST) to create an interoperable network, improving health outcomes and providing real-time access to health data for case workers.
KHIE's participation in this conference underscored its commitment to advancing health information technology and improving healthcare delivery through innovative solutions and collaborative efforts. Attendees were encouraged to visit the KHIE poster and attend the presentations to learn more about the transformative impact of health information exchange in Kentucky.
