The Provider Certification & Engagement Branch of the Division of Developmental and Intellectual Disabilities (DDID) provides staff support for and oversight of the Supports for Community Living (SCL) and Michelle P. (MP) waiver programs. The SCL and MP waiver programs are Home and Community-Based Services (HCBS) programs funded by a combination of state and federal funds. DDID serves as the operating agency for these two waivers.
The focus of the SCL is to support people with intellectual disabilities to build and live a good, person-centered life in the community. The SCL waiver provides support up to 24 hours per day.
The Michelle P. waiver provides assistance to individuals with intellectual or developmental disabilities to help them live in their community as independently as possible with person-centered supports. The Michelle P. waiver provides support up to 40 hours per week.
SCL and Michelle P. Waiver Services
Both the SCL and Michelle P. waivers offer a variety of services. SCL and Michelle P. waiver providers include regional Community Mental Health Centers, Area Development Districts, and public and private agencies across the state. Providers are initially reviewed and certified by the Department for Behavioral Health, Developmental and Intellectual Disabilities and at least every two years thereafter, in accordance with the standards and requirements set forth by the Kentucky Department for Medicaid Services.
SCL and MP waiver providers receive continuous monitoring to maintain quality of supports. All SCL providers agree to provide services according to the current best practices and to provide services in compliance with federal and state statutes regardless of age, color, creed, disability, ethnicity, gender, marital status, national origin, race, religion, or sexual orientation.
Contact information for SCL and MP waiver providers can be found on the Provider Directory (see Related Links).
Eligibility
Eligibility for enrollment in the SCL program requires that a person with an intellectual disability or related conditions meets the level of care requirements for an Intermediate Care Facility for persons with Intellectual Disabilities (ICF/IID). Eligibility for enrollment in Michelle P requires either ICF/IID level of care or nursing facility level of care. Both also have Medicaid eligibility requirements. There is a waiting list for services and supports. An application will allow your name to be included on the waiting list, if you meet the criteria to receive SCL or MP waiver services.
