If you have a disability or are elderly, you may qualify for a 1915(c) Home- and Community-Based Services (HCBS) Medicaid waiver. These waivers provide the support you need to live as independently as possible.

If you are interested in
applying for 1915(c) waiver services, you first must be determined to be financially eligible for Medicaid. You can apply for Medicaid online using
kynect, by calling the
Department for Community Based Services at (855) 306-8959 or in-person at a
DCBS office. Documents that are helpful to have when applying are listed in the
Medicaid Waiver Services Fact Sheet.
Once you are ready to
apply for 1915(c) HCBS waiver services, you can complete your application online using
kynect or in-person at an aging and disability resource center or a community mental health center.

SCL Waiver Renewal: The DMS renewal process has begun for the SCL waiver with CMS. Public comment on the waiver application ended July 24, 2022. DMS is now reviewing all submitted comments and will issue a formal response soon. DMS is dedicated to recognizing and considering stakeholder input at any time. You can email DMS to share your feedback on the waiver programs. Comments submitted outside of formal public comment periods are addressed through DMS staff interaction.
Improving HCBS in Kentucky: The American Rescue Plan Act offers states a temporary 10 percent increase in federal funding for HCBS programs. Kentucky is using these funds to conduct a 1915(c) HCBS rate study and complete other program improvements. Stakeholders can stay up to date on the rate study and other initiatives by reviewing the

ABI Waiver Renewal: Kentucky is in the process of renewing the ABI waiver application with the Centers for Medicare and Medicaid Services. The official DMS response to ABI public comment is now available.
